LANSING, Mich — Michigan Governor Gretchen Whitmer signed three bipartisan bills into law Tuesday, marking the tenth, eleventh and twelfth Public Acts of 2025, a historically low amount.

The Michigan Legislature has shown an unusually large division between the Republican-controlled State House and Democratic-controlled State Senate in 2025, passing the least amount of legislation in at least 30 years .

The division has been exemplified by the lack of a state budget, with only about a month to get it finalized to avoid a government shutdown on Oct. 1 if no budget is signed by the governor.

The animosity between the two chambers of government , controlled by rival parties, seems almost evident as dozens of bills have passed one of the chambers but has not seen movement in the other.
