The Twin Falls City Council on Monday adopted a $95.5 million budget for the 2026 fiscal year, which begins Oct. 1.

The budget is designed for a community of 116,000, even though the city's population is 57,000, City Manager Travis Rothweiler said. The city nearly doubles in size every day as people commute into Twin Falls to work and shop.

But that leads to higher costs for residents, Rothweiler said.

The budget is funded largely through water rates, sewer rates and property taxes, he said, which means non-residents who come to Twin Falls are getting services for free and local property owners are paying more.
