A BBC Shared Data Unit investigation has discovered Perth and Kinross Council amassed £721 million of debt by the end of 2024/25.
The local authority's mountain of debt soared by 13.9 per cent from the previous year.
The increase is higher than the Scottish average and works out at £4723.80 per person, higher than the Scottish average and significantly higher than the UK average.
The BBC investigation found that as of April 2025, the combined borrowing of 382 UK councils had now reached over £122 billion - equivalent to £1,791 per resident. The amount owed to lenders rose by seven per cent last year alone.
A total of 32 councils - including Stafford and Mid Sussex - had no borrowing on their books at the end of 2024/25 .
