The property sold for $67 million , four times its asking price. Documents obtained by News 9 show Nongfu Spring plans to use more than 1 million gallons of water a day to produce tea.

State Attorney General John Formella is investigating the sale and the involvement of the Department of Business and Economic Development.

"It's not a criminal investigation, so at least at this time, we are not investigating what we would suspect to be any violation of the law," Formella said.
