National Transportation Safety Board investigators said a fire that injured 19 people on a PATH train in Jersey City on Aug. 4 , was the caused by electrical arcing between a power rail and a train car.
The preliminary NTSB report released Wednesday explains how the incident occurred, but a continuing probe will look at other factors, policies and practices that could have caused the incident where electricity arced through the air.
