Former State Police investigator Michael Proctor , who was fired for his conduct in the Karen Read case , went before the state’s Civil Service Commission Tuesday for the start of a multi-day hearing on his reinstatement appeal.
Stephen Carley, an attorney for the State Police, made a brief opening statement Tuesday, citing several crude and misogynistic texts that Proctor sent to friends and coworkers about Read, which her lawyers seized on to argue that law enforcement was biased against their client.
