NEW YORK (PIX11) – The New York City Council released a report on Thursday detailing its investigation into ghost license plates that are used by some drivers to avoid paying tolls.
Nearly one in five vehicles had plates that did not match the vehicle’s registration, according to the investigation, which was conducted by surveying 3,500 vehicles in all five boroughs between March and April 2025. The borough with the most ghost vehicles was in the Bronx, with 73 out of 242 cars observed having fake plates, followed by Brooklyn and Queens.
The report said that cars with ghost plates committed more traffic and parking violations and owed more outstanding fines than cars with out-of-state plates. Ghost cars on average racked up $667.68 in fines, while cars with matching plates had $268.08 in
