Warren County officials are moving to designate the former Phillipsburg Armory property as an area in need of redevelopment after an investigation revealed extensive deterioration of the facilities.
The property, which now houses several municipal operations including the Department of Public Works, Office of Emergency Management, Phillipsburg Fire Department, and town records storage, was previously a headquarters and training center for the New Jersey National Guard until 1992.
Engineers conducting a preliminary investigation found the buildings to be in substandard condition. Their report characterized the structures as “unsafe, unsanitary, dilapidated” with inadequate light, air, and space, creating what they termed “an unwholesome working environment.”
