An exemption shielding small shipments from tariffs is ending, a move President Donald Trump said will help U.S. business but could also raise costs for consumers and businesses.

Trump has ended the de minimis exemption, which applied to shipments of goods totaling less than $800 in value into the country.

He suspended the rule for shipments from China and Hong Kong in May, but the order now halts the rule for all imports.

In the order, Trump called the de minimis rule a “scam” that hurts U.S. businesses.

He also said this order is meant to stop the smuggling of illegal items, such as drugs, because all packages are now subject to search before entering the country.
