HONOLULU (Island News) -- Two men were indicted on Thursday for their involvement with false reports about how much jet fuel contaminated Red Hill’s water in 2021.

A federal grand jury indicted John Floyd and Nelson Wu on Aug. 28, 2025. They were employees at the Red Hill Bulk Fuel Storage Facility at the time of the fuel spill on May 6, 2021 that affected 6,000 people. Floyd was a Fuels Department Deputy Director and Wu reported to him as a Fuels Department Supervisory Engineer.

During an attempted jet fuel transfer, two couplings on the pipeline at Red Hill failed. This led the transfer to get aborted after approximately 20,000 gallons of fuel flowed into the pipeline and then spilled into the tunnel.

The Hawaii Department of Health issued a request for information (RFI) to the Unit
