STATEN ISLAND, N.Y. — Turn off those cellphones and store them away — New York state’s bell-to-bell cellphone ban goes into effect Thursday, just as New York City public school students return for the first day of classes.

In response to the new state law prohibiting personal device use on campus, NYC education officials have adopted a policy banning the use of cellphones and other internet-enabled devices — including tablets and laptops — throughout the school day.
