OROVILLE — Even though permanent pigmented eyebrows and traditional tattoos use the same ink and require the same state licensing, the two are currently treated differently under Oroville’s zoning codes.

Councilors on Tuesday gave direction to staff to begin drafting code amendments that would equally treat tattoos, microtattoos, permanent makeup and micropigmentation as low-impact personal services to better align with state law.

Currently, tattoo parlors are considered a medium-impact service whereas permanent makeup salons are considered both low-impact and a “professional service.”

After councilor’s direction to staff, tattoo parlors will soon be considered equal to permanent makeup for permitting and land use, but will not be defined as a traditional professional service.
