HORACE, N.D. — Controversial special assessments were back in the spotlight in Horace on Wednesday night, Sept. 3, as the city’s Special Assessment Commission made its final recommendations to the City Council.
The commission outlined who should pay for which projects and how much, even as a Cass County judge dismissed a lawsuit filed by homeowners against the city over skyrocketing assessments. The judge ruled the residents had not appealed within 30 days.
Last week, capacity crowds packed meetings in Horace to argue their assessments were too high or provided no value. While no public comment was allowed Wednesday, commissioners debated whether changes should be made to existing assessment values.
