After months of mostly peaceful meetings, the recent uses of a racial slur in emails by a longtime jail oversight board attendee led to a fiery back-and-forth at a meeting Thursday — and Allegheny County’s president judge screaming at two of the board members.

John Kenstowicz, a longtime attendee of jail oversight board meetings, was set to deliver his public remarks about a new correctional officer survey he was about to start. But Judge Susan Evashavik DiLucente, president judge and chair of the board, said Mr. Kenstowicz was being unfairly attacked for emails he had sent to board members in recent months.

Those emails concerned an incident where Mr. Kenstowicz said that someone sent him a text message and called him a racial slur. Mr. Kenstowicz said he had spent five days in the jail
