A pair of 'recyclers' were caught dumping up to 30 black bags of commercial waste into residential bins near a back alley. Hartlepool's Ian Rumble, who owns a recycling company, along with his co-worker, Carl Timlin, were caught via CCTV off-loading the waste into other people's bins in Middlesbrough and hauled before the court.

The duo had posed as legitimate recyclers, but were filmed fly-tipping the bags and reported to the authorities. Middlesbrough Council ’s Environmental Neighbourhood Safety Team was called in following the report of fly-tipping on September 9, last year, in an alley behind Tennyson Street off Linthorpe Road.
