Once on scene, troopers discovered the cat had been left without care in an enclosed crate, with no access to food or water.
Following an investigation, police say they arrested Leonora M. Thomas, 58, of Northfield, N.H., on a charge of cruelty to animal.
The cat was placed in the care of the Windham County Humane Society, according to police.
Thomas was issued a citation to appear in Vermont Superior Court on Oct. 28.
