CADDO PARISH, La. (KSLA) - The man who was arrested in connection to an alleged domestic abuse homicide has a history of abuse, according to the Caddo Parish District Attorney’s Office.

Jacobi Hughes, 30, was arrested in connection to the death of Kalisia Franklin on Saturday, Sept. 6. Detectives say evidence showed signs of a struggle and indicated a domestic incident had taken place.

According to the DA, domestic violence cases committed before January of 2025 were handled by Shreveport City Court. They say this includes Hughes’ prior charges.

Hughes was previously arrested twice for domestic abuse battery. The first was in 2013; in that case, he pleaded guilty to simple battery.
