Ukrainian refugee’s death becomes a flashpoint for the Trump administration, which blames “liberal policies” for the suspect’s release from prison.

The Justice Department has filed federal charges against Decarlos Brown, 34, for the fatal stabbing of Ukrainian refugee Iryna Zarutska, 23, on a Charlotte light rail train last month.

Brown, who has a lengthy criminal history, faces a charge of committing an act causing death on a mass transportation system, which could result in the death penalty. He is also charged with first-degree murder in North Carolina.
