The Justice Department has filed federal charges against Decarlos Brown, 34, for the fatal stabbing of Ukrainian refugee Iryna Zarutska, 23, on a Charlotte light rail train last month.
Brown, who has a lengthy criminal history, faces a charge of committing an act causing death on a mass transportation system, which could result in the death penalty. He is also charged with first-degree murder in North Carolina.
