Phillipsburg officials must complete roof repairs at 675 Corliss Ave. before deciding the fate of the vacant municipal building, which has been empty since mold and asbestos concerns forced its evacuation.

Warren County officials have directed the Phillipsburg Land Use Board to investigate whether the property qualifies as an area in need of redevelopment without condemnation.
