CLEVELAND, Ohio — Cleveland City Council incumbents flexed their strength in Tuesday’s primaries, racking up commanding leads across the city — even in a rare head-to-head matchup between two sitting members, according to unofficial results released Tuesday night.

The spotlight was on Ward 5, where Councilman Richard Starr surged ahead of fellow first-term Councilwoman Rebecca Maurer in early returns. Redistricting had collapsed their wards into one, forcing an unusual incumbent-versus-incumbent showdown.
