DUBLIN, Ga. — The Georgia Supreme Court will hear arguments Tuesday on whether to dismiss murder charges against a man accused of killing Richard Collins outside a Dublin bar in 2023, or allow prosecutors to pursue a third trial.

Roshoun Jenkins faces murder charges in Collins' death , but his first two trials ended in mistrials . His defense attorneys now argue that time has run out to prosecute him, claiming violations of his constitutional right to a speedy trial.

The case has left Collins' mother, Nicola Hicks , waiting two years for justice while grappling with the loss of her son.

"He's a fun loving person, and he's a hardworking man," Hicks said of her son. "He worked with no problem."
