Come the 2026 primary election, voters in Nogales will be tasked with deciding whether a city manager can live 15 miles outside city limits.

Currently, the city manager is required to live within Nogales boundaries. City Manager Joel Kramer’s contract, however, includes a provision that grants him the flexibility to change his residency from Rio Rico to Nogales by next February. ×
