Email exchanges between the city’s administrative leader and Scottsdale’s mayor escalated in recent days – with City Manager Greg Caton stating Mayor Lisa Borowsky expressed “a lack of confidence in the Scottsdale Police Department.”

Borowsky challenged Caton’s characterization as “spurious.”

As the Progress reported Sept. 7, Caton answered a “directive” from Borowsky with a sharply-worded email.

At an Aug. 26 meeting, Borowsky said she wanted Caton to deliver a WestWorld plan “within five days.”

Caton’s emailed response the following day: “the mayor does not possess unilateral authority to direct or issue orders to the city manager.”

Her directive “is not only prohibited by city charter,” Caron added, but also “unnecessary,” as he had already provided information.
