MILWAUKEE — Authorities in Milwaukee found six children, including a 2-month-old, locked inside a storage unit in what is described as a child abuse and neglect incident.

Officers discovered the children, ranging in age from 2 months old to 9 years old, uninjured at a storage facility in Milwaukee just past 1:35 a.m. local time on Sept. 16, a spokesperson for the Milwaukee Police Department told the Milwaukee Journal Sentinel, part of the USA TODAY Network. Authorities said the other children are 2, 3, 5, and 7 years old.

A 26-year-old woman and a 33-year-old man were arrested after officers discovered the children inside the storage unit, the department said. The investigation into the incident is active and ongoing.

USA TODAY reached out to the police department for additional comment, but did not receive an immediate response.

The Milwaukee County District Attorney's Office will review charges in the incident, a spokesperson told the Sentinel.

Resident: 'We have failed these kids'

Residents told WITI that they had noticed children at the site in recent days. Tonya Lowe said the storage unit discovery shook her.

"It touched my heart. I had to come out. I could not believe it," said Lowe, according to the TV station. "We have failed these kids. We don’t need to be cruel and treat our kids like animals and lock them in places they don’t deserve to be put in."

According to WITI, the Milwaukee County Department of Health and Human Services said that it responded to provide services.
