PORTLAND, Ore. — A Portland man has died after he hit a bump in the road in Southeast Portland, leaving behind his wife and two children.
Randy Phelps, 45, suffered a severe brain injury on Aug. 18 after falling from his scooter at Southeast 52nd Avenue and Mitchell Street.
His wife, Stephanie DiBagno, said she and Phelps were married for 23 years and described him as a funny and caring man who was a good father and husband.
DiBagno got a phone call from OHSU the afternoon of the accident after her husband had gone out on his e-scooter to run an errand, just days after returning from vacation.
She said the family has multiple e-scooters, and it was an activity Phelps liked to do, and they'd sometimes do together.
