WDSU investigator Aubry Killion dug into new records showing issues with the property dating back a decade.
The New Orleans Fire Department said the cause of the fire is electrical.
On Thursday, the city told WDSU the owner could be fined tens of thousands of dollars.
WDSU asked NOFD whether the complex had a building fire alarm or audible notification system, and whether it activated on Sept. 3. NOFD said it is unaware of any centralized alarm system at this location.
Residents are living in the back portion of the property and have major concerns about another fire.
