The attorney who filed a federal lawsuit against Orange Beach city, police and school officials — including Mayor Tony Kennon — said the group “singled out and bullied” his client when he was a student of Orange Beach High School.
In a lengthy complaint filed in the U.S. District Court for the Southern District of Alabama on Thursday, Aug. 21, John W. Colley’s parents claim the city of Orange Beach, Orange Beach City Schools, the Orange Beach Police Department, Superintendent Randy Wilkes, Kennon and a handful of others subjected their son to “a hostile educational environment” in which they failed to meet his educational needs, wrongly expelled him from a football game and falsely arrested him, among other charges.
