There is so much wrong here one hardly knows where to begin.

First, not "every weapon" was a weapon of war. Many were fowling pieces, which would be a joke in a combat situation. The "citizen militias" were not only NOT equally matched with the Continental Army, they were largely unarmed themselves. States conducted gun censuses and reported their findings: Muskets, the best proper "military" arms of the time, were often inoperable, when they existed at all.
