WICHITA, Kan. (KAKE) — The debate over how Wichita handles homelessness is intensifying. At a city council workshop on Tuesday, council members questioned whether the city’s homeless encampment ordinance is working, and whether enough outreach is being done to connect people with shelter and services.

Mayor Lily Wu described recent encounters that she says highlight why action is needed. She recalled walking through the Douglas underpass and seeing a mother with a stroller who was afraid to pass someone sleeping on the sidewalk.
