HARRISBURG — As Pennsylvania’s budget stalemate lingers through the third month without a new spending plan, Treasurer Stacy Garrity announced Wednesday that the Treasury would begin a $500 million short-term loan program to aid Head Start providers and county governments struggling without state appropriations.

The Pennsylvania Treasury plans to directly contact Head Start programs and county governments about the available funding, according to a release about the program. Funds are to be disbursed within two business days of approval and repayment plus 4.5 percent annual interest would be due within 15 days of state funds being released once a fiscal 2026 budget is adopted.
