The Yonkers casino proposal, MGM Empire City, was approved in a 5-0 vote Thursday morning, moving the project forward to a final round with a state board that plans to issue new casino licenses by year’s end.

This is the first casino in New York City and Westchester to have made it this far in the approval process.
