Fresh data from Victoria revealed the state is enduring the worst crime surge in its history, including 5400 individuals arrested 10 times or more in the year to June.

Among those repeat offenders were 1100 children aged 10 to 17, who police apprehended more than 7000 times.

Some children, who had no prior criminal history, had turned to extreme violence, with the trend skewing that way since COVID-19 lockdowns, police said.
