WEST FRANKFORT — Amidst negotiations for a new bargaining contract for teachers at the Frankfort Community Unit School District No. 168, the union has filed an unfair labor practice document against the district.

Charges files on Wednesday with the Illinois Educational Labor Relations Board accuse the district with "being disorganized, chaotic and unprepared for bargaining and refusing to bargain in good faith."
