FAIRMONT, W.Va. (WBOY) — Two people were arrested after a child who was reportedly locked in a second-floor room at a Fairmont home climbed out the window and fell.

The two individuals, identified as Victoria Frampton, 23; Anthony Grogg, 22, both of Fairmont, were in charge of 3-year-old on Sept. 17 when they "placed a child lock on the inside" of the 3-year-old child's bedroom to "prevent [the child] from getting out," according to a criminal complaint filed by the Fairmont Police Department.

Frampton and Grogg left the child locked in the room "for nearly two hours" without checking on them, according to the complaint. Officers noted that there was not a child monitor in the room, and the child did not have a way to communicate their needs to Frampton and Grogg.
