TOWN OF BLUE MOUNDS, Wis. -- A case against embattled beagle breeder Ridlgan Farms will be referred to the Dane County District Attorney's office, after Ridlgan did not stipulate to a civil forfeiture from Wisconsin's Department of Agriculture, Trade & Consumer Protection.

DATCP met with the breeder from the Town of Blue Mounds Monday, where a spokesperson said a proposed civil forfeiture was discussed and no agreement was reached.

“The meeting was very short,” Eric McLeod, legal counsel for Ridglan Farms, told News 3 Now.

This comes after DATCP hit Ridglan Farms with 311 violations and a $55,000 penalty.

Most of the violations involve a procedure known as cherry eye surgery — removing a third eye gland:
