ST. LOUIS, Mo. (First Alert 4) - The city of Brentwood is another step closer to taking control of several businesses along Manchester Road, in an effort to redevelop the area.
The city wants to create a hotel, apartments, office space and retail space on Manchester between Hanley Road and Brentwood Boulevard.
Brentwood plans to use eminent domain on small businesses currently at the location, claiming the area has fallen into blight.
Some businesses sued the city over the move but this week a judge sided with the city.
The Institute of Justice, who is representing one of the businesses, vowed to appeal the ruling.
