I’d like to add to your recent excellent editorial discussing Portland City Council glitches, (“ Editorial: Pull it together, Portland City Council, ” Sept. 21). My main question is, how do we fix the fix?
To backtrack, nobody I know wanted a council of 12 members. The Portland Charter Commission referred an all-or-nothing bundle of changes for voters; it passed because people were afraid they wouldn’t get another chance to get rid of the city’s dysfunctional form of government.
No one I know wanted a drawing of districts that lumped a large part of Southeast Portland with the westside. But a pass-the-buck prior council appointed the Independent District Commission to do the work of drawing four new districts .
