LAVACA, Ark. — On Sept. 27, Lavaca law enforcement and the local community gathered to celebrate the retirement of Lavaca Police Chief Charles Toon, a figure who has served his community with dedication and heart.

Friends, family, and coworkers came together to honor Chief Charles Toon, or "Randy" as some of his longtime colleagues know him.

One such colleague is Sebastian County Sheriff Hobe Runion, who shared his admiration for the retiring chief.

“I’ve known Randy since the early 90s, and he has the heart of a servant, and he never looked beyond his hometown,” Runion said. “He never wanted to move on to a bigger city or something that might have more opportunity. His goal was always to be the chief here of Lavaca.”
