SPRINGFIELD – City Councilor Victor Davila was honored with the Latino Excellence on the Hill Award on Sept. 25 in Boston.

Davila has represented Ward 6 on the City Council for three terms. He moved from Puerto Rico as a teenager and overcame homelessness and language barriers to become a paramedic and small business owner.
