DOVER, N.H. —
A Dover man with a history of conflicts with neighbors is in custody after police say he drove his truck at a jogger, forcing the runner off the road.
Richard Hebbard, 66, turned himself in Monday after investigators obtained a warrant charging him with reckless conduct, a felony.
According to police, the incident happened in the area of Spruce Lane, where Hebbard allegedly drove at a male runner, honking and forcing him off the pavement to avoid being struck. Police said their investigation uncovered additional evidence supporting the victim's allegations.
According to court records, Hebbard is known to law enforcement for multiple prior incidents along Spruce Lane, including confrontations with pedestrians and past arrests dating back over a decade.
