CONCORD, N.H. —

The threat of a government shutdown is hanging over federal facilities in New Hampshire as a midnight deadline looms for a budget deal.

At the Portsmouth Naval Shipyard, essential workers would stay on the job without pay until a shutdown ends.

"I have friends that work at the shipyard," said Senate Democratic Leader Rebecca Perkins Kwoka. "It's obviously a huge economic driver on the Seacoast. These folks have families. They have kids to provide for. And so, this is a really destabilizing way to run a government."

If the deadline for funding the government passes without a deal, President Donald Trump said there will be layoffs.
