Each year, Congress must pass bills to approve funding for government agencies and services. If there's no funding bill and no continuing resolution, the federal government may enter a shutdown on Wednesday. According to the Congressional Budget Office, the economy lost $11 billion during the last full government shutdown.
"President Trump, he's not immune to this or alien to this. The longest federal shutdown, 35 days, happened in his administration. We thought yesterday that he would do anything to stop it from happening again," said political consultant Tony Cignoli.
