Canberra's struggling public hospitals are no closer to a long-term funding deal, as state and territory leaders accuse the Albanese government of trying to short-change them billions of dollars.

Almost two years after Prime Minister Anthony Albanese linked negotiations over hospital funding to changes to the National Disability Insurance Scheme, premiers and chief ministers say his government has reneged on an agreement to ensure they will not be left worse off .

In a joint statement, ACT Chief Minister Andrew Barr and his colleagues from across Australia warned of "significant shortfalls" in Commonwealth funding that would "impact the states' and territories' ability to provide the hospital services that Australians rightly expect."
