A man was arrested in Duchesne County on September 22nd after an officer recognized him as one with an active no-bail warrant out for his arrest. According to the Affidavit of Probable Cause, the officer observed the man traveling in Ballard City until stopping in a trailer park. The officer placed 56-year-old Phillip T. Garcia under arrest for the warrant. A plastic baggie of Methamphetamine was located in Garcia’s front pocket and a Meth pipe was located in the door of the vehicle. A second baggie with white substance consistent with Methamphetamine was located between the driver’s seat and console and an open bottle of rum was behind the passenger seat.
