UPDATE: The Chattanooga City Council is moving forward with a proposal to create a special tax district around Northgate Mall in Hixson.

The company that owns the mall, CBL, has requested that the council allow it to use future revenue from the tax district to revitalize the area along with improve its aging water and sewer system.

The council unanimously passed the resolution Tuesday night, sending it to the city's industrial development board for review.

If approved, CBL would fund the project, which is expected to cost about $15-million.

Their investment would then be reimbursed through a tax increment financing or TIF.

The proposal still requires approval from a number of public entities and another vote by the council.
