EUGENE, Ore. - The deployment of 200 National Guard members to Portland by President Trump has sparked legal action from Oregon's governor, attorney general, and Portland officials.

The National Guard are "in place" according to President Trump.

Congresswoman Val Hoyle and her new Republican challenger Monique DeSpain, shared differing opinions on the constitutionality of the deployment.

Hoyle perceives the deployment as an intimidation tactic aimed at stifling dissent.

"We need to maintain a clear separation between the military and civilian law enforcement...This is about intimidation. This is about silencing dissent... They don't want to be here, but they swore an oath, they're doing their duty. They don't understand it. I think it's wrong, and it is a misuse of our National Guard,"
