Baltimore City State’s Attorney Ivan Bates announced today that his Homicide Unit has completed a review of the fatal Department of Public Works truck collision that resulted in the death of Timothy Cartwell in November of 2024. The review said that “due to gross negligence of DPW’s actions, the investigation is tainted, and so the State’s Attorney’s Office cannot proceed or cannot make a determination.”

Key findings in the review include a • A DPW supervisor arrived at the scene of the incident and told the driver he was allowed to leave the scene. This occurred before the police arrived. The report says this was a significant error, as law enforcement could have mandated that the driver provide a blood sample using a Maryland State Police blood kit if officers suspected impairment.
