New Orleans resident Kiersten Keller said she's been paying close attention as the trickle-down affects things in her backyard.

For thousands of families, the National Flood Insurance Program is on pause, meaning renewals and new policies are stalled, leaving some homeowners anxious.

"All the delays and sometimes people just can't keep waiting, and who knows how long it's going to be," said New Orleans resident Julia Reagin.
