Afghanistan’s Foreign Minister Amir Khan Muttaqi is expected to visit India next week, in what would be the first high-level meeting between the two sides since the Taliban seized power in Kabul in August 2021.
Muttaqi’s visit, if it goes ahead, will mark a significant diplomatic development. India has so far kept limited engagement with the Taliban regime, focusing mainly on humanitarian assistance and people-to-people ties, while continuing to stress its concerns over terrorism and the rights of women and minorities in Afghanistan.
The visit is notable given that Muttaqi has been under UN Security Council sanctions, including a travel ban, which requires special exemptions for him to travel abroad. In the past, such restrictions have derailed his diplomatic outreach. As recently as Aug
