Soto-Martinez challenged for council ... by upstairs neighbor

East Hollywood: Hugo Soto-Martinez is being challenged for his seat on the City Council by a man who lives in the apartment above him. Colter Carlisle, vice president of the East Hollywood Neighborhood Council, is now a candidate for the City Council District 13 race. Two years ago, Carlisle expressed support for Soto-Martinez . But he now complains that the fires last January were poorly handled, the City Council’s Hollywood Community Plan will wipe out rent controlled apartments in favor of higher density buildings, and the council office should be making better use of neighborhood councils, particularly in organizing against federal immigration raids.
